29 Members in Attendance plus Harbormaster Scott Grindy, East Harbor Project Manager Monica Scott, a representative from PGE, and a member of Supervisor Stephen Sherrill’s staff

President Bruce Stone welcomed the group and restated the purpose of our Association as the betterment of SF Marina Harbor and especially attaining a high-quality experience for boat owners, crew and guests. Berths need to be safe, accessible by land and navigable water, and appropriately sized to serve our community. He then invited our members to hear from harbor management and East Harbor project planners and to provide them with feedback from the harbor’s actual users.

Approved the minutes from last year’s meeting as posted on our website.

Monica Scott – SF Rec & Park Project Manager for East Harbor – outlined revised designs of this project, the timeline for hearings and approvals, and requested our input. Most of what she presented may be seen at:

Major topics discussed:

    Fuel Dock Location

– RPD proposed relocating it to West Harbor. Members objected to this as commercial traffic could impede boaters, especially those with no motors, and especially junior sailors tacking back and forth in tight spaces, and would be subject to the ongoing risk of shoaling. We expressed a preference for RPD to coordinate with the Port of SF to renovate the Hyde Street fueling dock, adding gasoline and a floating dock for small boats. Monica acknowledged that they are working on that alternative.

    East Harbor Breakwater

– the floating wave attenuator has now been replaced with a fixed breakwater, as we proposed last year.

    West Harbor Breakwater Extension

– RPD believes this will eliminate the need to dredge the entrance to West Harbor for 10-12 years. We expressed extreme skepticism given the relatively short length, which was limited by neighborhood opposition to the now-abandoned Outer West expansion.

– This has been put out to bid

    Rent Increases and Future Economics

– Many people commented that higher berthing prices and worse service have accelerated people leaving the harbor and led to the question of whether the future East Harbor can be financially viable.

The purpose of our Association is the betterment of SF Marina Harbor and especially attaining a
high-quality experience for boat owners, crew, and guests. Berths need to be safe, accessible by
land and navigable water, with appropriate sizes to serve our community. Tonight, we invite our
members to hear from harbor management and East Harbor project planners, and provide them
with feedback from you, the actual users of the harbor.

To start the meeting, we’d like to approve the minutes from last year’s meeting as posted on our
website.

The attachments show the report they prepared evaluating alternative fuel dock locations and the existing and proposed marina plans. Note that the marina plans chart has three pages. On page two, Bruce Stone has marked where they should install the fuel dock on the guest dock in East Harbor. On page three, Bruce Stone marked in red a suggested new guest dock that could provide added revenue to the harbor fund, offsetting any lost revenue from a few small slips to be removed to enhance the turning basin for boats refueling.

Marina Project Update | Project update October 2023

Subject: Marina Project Update | Project update October 2023

On October 19, 2023, the Recreation and Park Commission authorized RPD to proceed with planning and design for environmental review under CEQA for the Marina Improvement and Remediation Project. This work will include a financial feasibility study of the Marina with the objective of minimizing the number of slips in the West Harbor and identifying opportunities to add additional slips in the East Harbor. The environmental review process is expected to take 18-24 months and includes an Environmental Impact Report, which will be prepared by the Planning Department.

Once the review is complete, RPD will bring a proposed project back to the Recreation and Park Commission for approval with the adoption of CEQA findings; the project will consider both community feedback and the purpose of the settlement—to ensure an environmentally and financially sustainable marina.

Since the beginning of this year, RPD has received and continues to welcome public feedback about the project. The FAQ provides all the relevant project information and will continue to be updated as needed (link here).

Meeting Agenda
Kelli Rudnick, SF Rec & Park Project Manager, will explain the settlement with PGE and outline the anticipated timeline for the redevelopment of East Harbor.
SF Marina Harbor Association will present a preliminary vision for a community boating center in the southern end of East Harbor where the City intends to abandon many berths rather than dredging there.  We are also recommending dedicated berth-holder bathrooms as well as a breakwater along the eastern edge to protect against surges. The conceptual design is depicted below.
